to information and engage communities on several platforms. We provide the
tools for communication and learning, which includes making material accessible
and available to all our patrons. During Fine Free Week, our patrons have the
opportunity to play their part and return outstanding material so we can share
the wealth of knowledge and enjoyment,’ said Patricia van der Ross, Mayoral
Committee Member for Community Services and Health. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%; mso-bidi-font-size: 11.0pt;">Currently there are 35 411
items outstanding, compared to 39 000 with a value of R4,6 million in 2023.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%; mso-bidi-font-size: 11.0pt;">‘’While we are enthused by the
drop in the number of items that are outstanding, the fact that material worth
nearly R4 million is still unaccounted for, remains a bitter pill to swallow.
Our libraries have limited budgets, and so are not always able to replace
items. So, I want to encourage our patrons to return outstanding items as it
will give others a fair opportunity to enjoy them, and ease the load on our
library collection,’’ said Van der Ross.<o:p></o:p></span></p>

34-year-old Cleo Diko from Mandalay, has been postponed.</span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">Judgement and sentencing was expected for Sandile Jegwa, on
Monday, as he pleaded guilty in the Mitchell’s Plain Magistrate’s Court, two
weeks ago, where he described how he murdered the mother of three.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">Jegwa was accused of hiding Diko’s decomposed body under
cement and tiles beneath his bed in October 2022. Her body was found three

in which our passengers find themselves and therefore took the unprecedented
decision to delay our standard end of year increase which should have taken

<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">‘’Unfortunately, we are no longer able to absorb rising
costs across our supply chain and must therefore increase fares… This increase
is not only unavoidable but essential to ensure that Golden Arrow is able to
remain sustainable and to maintain the same exceptional level of services which
96% of passengers would recommend to friends and family,’’ added Meyer.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">He advised passengers to purchase a GABS Gold Card and load
weekly or monthly products, instead of paying cash, as this he says, is a
cheaper option.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">‘’Weekly and monthly products are sold at a discount of up
to 45%. GABS Gold Cards, a once-off purchase, are still priced at R35. The
price of pensioners products will remain unchanged,’’ said Derick Meyer, Golden

were alerted to a fire just before 3a.m in Mvubu Road. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">‘’A fire which swept through an area in Philippi earlier
this morning left hundreds of residents displaced, however there were no injuries
or fatalities reported. The City’s Fire & Rescue Service was alerted at
approximately 02:45 of informal structures alight in Mvubu Road, Philippi,’’
said Jermaine Carelse, City of Cape Town Fire & Rescue Service

over 40 firefighters battling the blaze that was fanned by a very strong wind. By

estimate is the fire destroyed over 100 informal structures, leaving more than
400 persons displaced. The cause of the fire yet to be determined and Law

manager, Ali Sablay, says over 200 shacks were affected, with about 400 people

Human Settlements have arrived as the main concern for these residents is

where the National Human Settlements Departments will be supplying building kits.

six-year-old Joshlin Smith, appeared in the Vrendenburg Magistrates Court this morning.</span></p>

conducted monitoring and evaluation visit to the Makaza SAPS and Tafelsig SAPS,

and according to SAPS, will be completed within two years. Meanwhile, Tafelsig

pandemic. Cele says progress is being made in the clearing of the site
earmarked for the construction of the Tafelsig station which will bring police

finalisation of objections by the Commission on the provisional voters’ roll
that was published for inspection on 26 February 2024. Certification signals
confirmation of those citizens who are eligible to vote in the elections.’’<o:p></o:p></span></p>

age cohort 18–39 years. Mamabolo attributed the increase in voter registration
by younger votes to its online self-service voter registration</span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">‘’This age band accounts for 42% or 11. 7 million voters on
the voters’ roll. In fact, the increase in this age category from the 2021
Local Government Elections (LGE 2021) is over 200%, which vindicates the
continued focus by the Electoral Commission and other stakeholders to invert
the under-representation of this category of voters.’’<o:p></o:p></span></p>

Africa, 15 million are females. This represents over 55%. In terms of those

preceded by an International National Human Rights Conference, bringing
together key stakeholders from across the globe as well as other government

Saldhana Bay, after her mother reported her missing on 19 February, after she
went missing the previous day. According to police, Joshlin was left at home
with the mother’s boyfriend to look after her as she was not feeling well.
Later the afternoon, when the mother returned from work, her daughter was not
home.<o:p></o:p></span></p>

Wednesday, but were delayed by almost an hour, as it awaited the suspects who

Razor wire, police with shields and armoured police trucks marked the second

uncontrollable, now when we extend the scene, so we use a bob wire especially
when we anticipate violence, It was a wise move. If it was not and looking what
has happened, we prevented the unprecedented. Yes, by nature, people do not
want to be restricted, but by law, we have a duty to prevent any crime that can
be committed. I have directed that we must study videos of those public violence,
so action can be taken.<o:p></o:p></span></p>
<p class="MsoNormal"><span face=""Arial",sans-serif" style="font-size: 14pt; line-height: 107%;">‘’We are now looking at the size of the court – it is small.
We understand the anger of the citizens. We will speak to the NPA on whether
there is no other way the appearance is still done, but in a coordinated way.
We have not arrested anyone. When the crowd is like that, we cannot arrest

Safety MEC, Reagen Allen says a 29-year-old female police officer was injured

<p class="MsoNormal"><span face=""Arial",sans-serif" style="font-size: 14pt; line-height: 107%;">Inside court, and the accused face charges of human trafficking and kidnapping. This
is the second court appearance after the foursome first appeared on the 7th of
March 2024. The case was postponed last week for bail application. The court
heard that all accused have abandoned their bail application, with the third
accused’s case, Phumza Sigaqa, be withdrawn.<o:p></o:p></span></p>
<p class="MsoNormal"><span face=""Arial",sans-serif" style="font-size: 14pt; line-height: 107%;">The State then asked the Court for the matter to be
postponed for further investigations<o:p></o:p></span></p>

whereabouts of the child in question - those are being followed up. We are also
awaiting data analysis, further witness statements to be obtained so

three suspects are now implicated in the disappearance of Joshlin Smith. Sigaqa
was initially arrested after one of the other accused alleged she had “bought”
Joshlin Smith for R20 000, an accusation she vehemently denied.<o:p></o:p></span></p>

been uploaded on the nomination portal by capturing the identity numbers of the
supporters. The actual document containing the signatures must also have been
uploaded onto the portal or, alternatively, delivered to the national office of
the Electoral Commission by the cut-off time.’’<o:p></o:p></span></p>
<p class="MsoNormal"><span face=""Arial",sans-serif" style="font-size: 14pt; line-height: 107%;">‘’The requirements for independent candidates are that a
prescribed nomination form must be submitted by the cut-off time accompanied by
the prescribed form confirming that the candidate has submitted the requisite

nomination portal and paying the relevant deposit. The actual document
containing the signatures of supporters must also have been uploaded onto the

candidate to comply with any of these foundation nomination requirements cannot
be remedied and will result in the disqualification of the party or independent

parties and independent candidates must comply with that are not fatal to the

election or a declaration that a candidate is registered to vote within a
province in which they stand as a candidate. In these instances, the Electoral
Commission will by 18 March 2024 inform the nominating parties and independent
candidates to comply. Parties and independent candidates will have up until 17h00

establish the circumstances and identity of the source of the unauthorised
disclosure. To the extent that the disclosed documents also contain personal
information of data subjects, the Electoral Commission has reported the
incident to the Information Regulator in compliance with the Protection of

Western Cape roads, on Friday.</span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">The first incident occurred on the R43 near Villiersdorp,
and saw six occupants of one of the vehicles, including four children,
succumbing to their injuries. The crash involved three vehicles. Two patients
were transported to hospital in a serious condition, while a third person

at 23:20 on the N1 between Prince Albert and Laingsburg. One person was
seriously injured, whilst another sustained minor injuries. It is reported that
none of the 39 passengers on the bus were hurt.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">Western Cape Mobility MEC, Ricardo Mackenzie, however says
these are preliminary reports. The causes of the crashes, he added, are under

Mzwakhe Nqavashe, says during this period, Law Enforcement officers also
impounded 68 vehicles used in the act of illegal dumping.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">‘’The City’s Traffic Service, Law Enforcement and Metro
Police Departments issued 7 778 fines for illegal dumping during the period
July – December 2023… While there were numerous notable performance indicators,
including CCTV detections, inspections at scrap metal dealers and roadblocks to
curb drunk driving, the committee also noted the gains made in addressing
littering and illegal dumping.’’<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">Nqavashe warned that the fine for illegal dumping is R5 000
with the likelihood of the vehicle being impounded.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">‘’The driver or owner of the vehicle will then - on top of
the fine -<span style="mso-spacerun: yes;"> </span>also have to pay R 8 700 to
have the vehicle released after the mandatory administrative processes are
completed. Vehicles that are impounded for illegal dumping, are kept at the
City's Law Enforcement pound. Should the same vehicle be impounded a second
time, the release fee is R11 700, and R17 400 for a third offence.’’<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">The Chairperson urged the public to report illegal dumping
and to ensure that detailed information is recorded such as date, time, address
and the make, colour and registration number of the vehicle and what is being
dumped.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">‘’Illegal dumping has many negative effects on the
environment, properties and infrastructure. Often the damage to the environment
becomes apparent months or years after the dumping took place – such as
chemical dumping that could have an effect on underground water.’’<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">‘’Illegal dumping is a serious offence, but also a selfish
act, because it shows a complete disregard for the rights, health and wellbeing
of others, and future generations. The Portfolio Committee notes the dedication
of our enforcement services in tackling this scourge, which is but one of the
many challenges in our city. We also request assistance from our residents to
blow the whistle on illegal dumping. This, like many other enforcement
priorities, is a shared responsibility, so if you see something, say

levels of Aflatoxin may lead to health complications like nausea, vomiting, and
abdominal pain.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">According to the NCC, Clover informed the Commission on
Friday that they have recalled 10 776 units of Go Nuts Peanut Butter 400g,
following numerous tests that revealed higher than acceptable levels of
Aflatoxin.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">The recall by Clover comes after the Commission received
five peanut butter recalls (<a href="https://bushradionews.blogspot.com/2024/02/more-peanut-butter-products-recalled.html" target="_blank">Pick ‘n Pay’s 1Kg No Name, Dischem’s LifestyleBrand 400g and 800g of their smooth and crunchy, Wazoogles (various sizes), EatNaked (various sizes),</a> and <a href="https://bushradionews.blogspot.com/2024/02/woolworths-recalls-its-peanut-butter.html" target="_blank">Woolworths’ Peanut Butter Dairy Ice Cream,</a> in
February, as their products failed to meet the acceptable levels of Aflatoxin.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">The NCC previously called on all producers, manufacturers,
and suppliers of peanut butter, peanut butter-based products, and products
containing peanuts to immediately <a href="https://bushradionews.blogspot.com/2024/02/manufacturers-of-peanut-butter-urged-to.html" target="_blank">test their products for Aflatoxin levels</a> and
submit their results to the NCC.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">Acting Commissioner, Thezi. Mabuza said the call to
suppliers, manufacturers, and distributors of these products to immediately
test their products for levels of Aflatoxin has been an eye-opener.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">“From the test results that were received by the
Commission, there is an indication that suppliers were not compliant with their
protocols, and regulations. We are expecting suppliers, to be specific, the
retailers, to immediately recall those brands that are non-compliant. This is
to ensure that we protect South African consumers from any further harm. The Commission
will take a decisive decision to get to the bottom of the challenge. We hope
that suppliers will cooperate with the Commission.’’<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;">She says the commission will probe Clover (PTY) Ltd for
alleged contraventions of the Consumer Protection Act (CPA).<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: "Arial",sans-serif; font-size: 14.0pt; line-height: 107%;"><span style="mso-spacerun: yes;"> </span>“Section 60 of the
Act read with the NCC’s Product Recall Guidelines requires that the supplier or
manufacturer upon discovering that safety has been compromised that a retailer
or supplier must recall the affected product immediately and inform Regulators.
Upon receiving the Notification from Clover (PTY) Ltd, the Commission assessed the
recall and established some inconsistencies with the CPA,” said Mabuza.<o:p></o:p></span></p>
