The controversial beggars bylaw that could be implemented by the city of Cape Town is to be put out for public comment.
The bylaw could see beggars fined for harassment and people penalised for certain prohibited behaviour.
The bylaw which, also prohibits continuous begging or following a person to beg and the use of abusive and threatening language in public, can be imposed by Metro Police and offenders may then pay between 100 and R500.
Safety and Security committee chairperson JP Smith told the Cape Argus that no bylaw would be made until the public participation process has been completed.
