Cape Town law enforcement officials say they are ready for a planned march by the ANC Youth League in the Western Cape as part of its campaign of making the province and the city ungovernable.
Premier Helen Zille has agreed to accept a memorandum from the protestors on condition that the Youth League first apologises for the damage caused during previous protests which she says was orchestrated by them.
Zille admits that many people in informal settlements have genuine grievances.
But she says basic services are significantly better in the Western Cape than in other provinces.
