The National Sea Rescue Institute said it received reports of a Safmarine ship Chachai, lying at anchor in Table Bay, with an unidentified figure launching a life raft from their ship, on Sunday evening.
The NSRI together with police divers launched a search and they found a 19 year-old.
The NSRI was led to believe that the 19-year-old Libyan teenager had deployed the life raft to reach Cape Town.
NSRI Spokesperson Craig Lambinon said the police boat found the man just east of Robben Island and brought him back to the NSRI in Table Bay.
Lambinon also said, based on what the man told the police, he is from Libya and he had stowaway while the boat was docked in Ghana.
He added that the police are investigating the incident.
