ER24 paramedics attended to a scene
whereby police found two men huddled under wet cardboard boxes, unresponsive,
freezing cold and wet.

Jackson said the one man was already dead with
nothing more that could be done for him.
The second man was in a critical
condition with his body temperature at a dangerously low level.
