Police constable sentenced to 11 years imprisonment for killing suspect

A police constable who was stationed at Milnerton police station, will spend eleven years behind bars after he shot and killed a suspect in the back after the 43-year-old man fled a scene before being searched.

According to police watchdog, IPID, Constable Luvulo Kowa and his partner were conducting patrols in Du Noon in June 2017, when they stopped to search five males.

IPID spokesperson, Robbie Raburabu said Constable Kowa decided to shoot at 43-year-old Ntoli Segaecho at the back killing him instantly.

‘’IPID took over the case docket and investigated a charge of Murder. Constable Kowa’s defence was that the Deceased was in possession of a firearm which he was attacking him with. The court rejected this version because it was not supported by any evidence before the court,’’ said Robbie Raburabu, IPID National Spokesperson.

Raburabu said Kowa has since been dismissed from the service following his disciplinary hearing.
