About 70 residents at the Ratanda township in Heidelberg are expected back in court next week.
The residents were arrested for public violence in protests this week.
Residents burned several municipal buildings on Monday and Tuesday and demanded that government change the current billing system and said that water and electricity rates are too high.
On Thursday, the National Police Minister Nathi Mthethwa together with acting Police Commissioner Nhlanhla Mkhwanazi and Community Safety MEC Faith Mazibuko met with the community to hear their grievances.
