Trade Union federation Cosatu is planning to start a legal challenge against the e-tolling.
Cosatu is already planning a chain of protests to oppose the system from next week.
Zwelinzima Vavi the federation’s general secretary says the South African National Roads Agency’s campaign for e-tolling has so far been a miserable failure.
Sanral also faces a legal challenge from the Opposition to Urban Tolling Alliance.
