The George municipality in the Southern Cape is investigating claims that the siblings who died in a shack fire in Thembalethu had been left on their own.
The cause of the fire has not yet been established.
The family of the four-year-old and 11-year-old victims are receiving assistance.
Another two people died in a house fire in Northmead, Benoni, last night. Ekurhuleni fire-fighters found the bodies in the home after the blaze was extinguished.
