A majority of Members of Parliament have voted in favour of the Basic Education Laws Amendment (BELA) Bill, despite concerns about the excessive regulation and centralisation in basic education.
The Bill was passed by the National Council of Provinces (NCOP) on Tuesday. After discussing amendments from the NCOP, Members of Parliament engaged in debate before voting. House Chairperson Grace Boroto announced the results, revealing a clear majority in favour of the bill: 223 votes in favour and 78 against.
Prior to the vote, there was notable critique. Bax Nodada of the DA accused the ANC of rushing the bill for political gain, suggesting it was a move geared towards gaining favour in upcoming elections. The EFF backed the bill, highlighting how it criminalises anyone who prevents a learner from attending school.
Even with objections from certain groups, parties such as the Inkatha Freedom Party ultimately threw their support behind the bill, contributing to its passage through Parliament.
The bill will now make its way to President Cyril Ramaphosa for final approval before becoming law.
