Health Minister Aaron Motsoaladi is expected to give notice that the National Health Insurance scheme, which was expected to cost tax payers billions, will be delayed.
A number of senior participants in the sector says Motsoaladi was uncomfortable with NHI proposals, which were supposed to be published in a green paper before the end of the year.
The biggest obstacle to the programme is cost, which is estimated from 100-billion to 300-billion-Rands, depending on the benefits made available to every citizen.
