Finance Minister Pravin Gordhan says agriculture and mining have the potential of creating many jobs.
The Minister was speaking in Durban, and said the government's new growth path placed employment at the centre of economic policy.
He added that the approach to economic growth has remained pretty much the same as it was during apartheid.
Finance Minister Pravin Gordhan said there was a need for South Africa to utilise opportunities presented by being a member of the Brics group.
