Police Minister Nathi Mthethwa says security companies must monitor their firearms and allow only registered guards with competency certificates to use them.
The increasing number of private security guards protecting households means that greater co-operation is needed between the industry and the police.
It also requires safeguards to ensure criminals do not gain access to the private security industry.
Mthethwa's spokesperson Zweli Mnisi says a process is in place to deal with any deficiencies.
