Five years since the government launched Project Consolidate which is aimed at revamping municipalities, many can barely cope with water and sanitation provision.
According to an audit report commissioned by the Minister of Co-operative Governance and Traditional Affairs Sicelo Shiceka, which paints a picture of municipalities who are in crisis, with run-down water and sanitation infrastructure across the country.
According to reports it also calls for immediate involvement by the government to help 31 municipalities, including the metros of Johannesburg, Tshwane and Ekurhuleni.
