Police Crime Intelligence boss Richard Mdluli reportedly promoted a man who is now facing a murder charge with him.
A media report stated that the promotion ensured that Nkosana Ximba jumped seven ranks - from constable to colonel - in one day.
Richard Mdluli and Nkosana Ximba were last week arrested for a murder committed 12 years ago.
An internal investigation is underway and the Hawks are also investigating.
