The Broad-based Black Economic Empowerment Advisory Council, chaired by President Jacob Zuma in Pretoria, has admitted that shortcomings in the empowerment policy are harming poor people.
The Council found that an over-emphasis on diversity of ownership and senior management has resulted in fronting and tender abuse.
Zuma says fronting is an insult to the dignity of the poor.
The Council is considering punitive measures against those guilty of fronting practices.
