MPs unhappy with punishment of fraudulent officials

Revelations that the South African Social Security Agency (SASSA) lost over R1-million has sparked unhappiness from opposition benches in parliament.
The agency tasked with the administration of social grants also incurred a further R69-million in irregular expenditure as a result of officials failing to follow proper tendering procedures.
Although Social Development minister Edna Molewa indicated that she took action against the officials involved, MPs believe she needs to explain precisely why officials have not been following the legislative procedures that govern the awarding of tenders.
Democratic Alliance shadow minister on social development Patricia Kopane says the loss of funds in the agency constitutes a direct criminal misconduct.
“This excessive irregular expenditure points to a broader trend of chronic mismanagement and a disregard for the correct distribution of public funds,” Kopane said.
In a written reply to parliamentary questions Molewa indicated that officials found to be involved in misconduct were dealt with, including two being dismissed, one suspended without pay and money recovered from some officials.
Kopane however says the written warning to officials involved with the R69-million irregular expenditure is not sufficient sanction.
“The administration of public funds is a serious responsibility that is governed by stringent procedures precisely to ensure the maintenance of public trust. Any breach of that trust must bring with it equally serious measures to ensure the prevention of future transgressions,” added Kopane.
