Businessman Roux Shabangu has denied any knowledge that the South African Police Service was going to rent a building he bought.
The state investigation reveals that police commissioner Bheki Cele personally identified Sanlam Middestad as the building the SA Police Service's top brass and other units would move to.
Cele has however denied all allegations.
Meanwhile, the Democratic Alliance has called on Cele to resign, saying his reputation was compromised.
Shabangu on the other hand says he had no deal with the police.
