Poor workmanship has resulted in the foundations of more than 200 partially built houses being condemned by building experts.
According to regulations, if the foundations are condemned then houses cannot be built as this would cause cracked walls, making the houses unsafe.
The N2 Gateway project is currently in its latest phase in Delft on the Cape Flats.
Mayoral member of the City of Cape Town, Don Plato says the real delays are because of poor planning, poor workmanship and the implementation of the project by national and provincial housing ministries.
Plato added that another problem the project faced is workers not being adequately trained.
Currently, the city has a housing backlog of over 400 000 units.
