About eighteen housing beneficiaries in Belhar were handed with title deeds in a ceremony yesterday.
The deeds were handed over by Western Cape Housing Minister Bongikosi Madikizela.
Madikizela believes that, without a title deed the asset has little value and can also not be legally sold by beneficiaries.
“This initiative will contribute to the strategic goal of encouraging a sense of ownership and responsibility among the beneficiaries of housing projects,” he said.
There is a considerable backlog in the provision of title deeds to the beneficiaries of state housing projects.
Furthermore, contractors do not always prioritise title transfers as part of their responsibilities and the department will include preventative measures through.
“Such as withholding final payments to contractors until they have met all their obligations including issuing of title deeds,” Madikizela concluded.
