Sibusiso Ndebele-Imprisonment should be for serious crimes

The minister was speaking at the African Correctional Services Ministerial Consultative Forum inPretoria

Sibusiso Ndebele said retribution through imprisonment has not yielded the
results of deterring crime; therefore imprisonment should be the last
resort.
Minister Ndebele said imprisonment
fails to adequately reform offending behaviour and repair harm experienced by
victims of crime.
The minister was speaking at the African Correctional Services Ministerial Consultative Forum in

Maistry said the Minister said imprisonment should be the last resort, it only
be for serious crimes.
