The Minister for Cultural Affairs and Sport in the Western Cape, Whitey Mzonke Jacobs announced on Wednesday the 2008 – 2009 Budget Speech. The theme for his Budget Speech is “building communities, changing lives through arts and culture.
“This theme was motivated by statistical evidence of the department has, over the years contributed significantly in changing lives of ordinary citizens in a meaningful way,” says Jacobs.
According to Jacobs the Department received a full amount of R497, 747 million, an increase of 121. 3% compared to R225, 209 million received for 2007-2008.
Jacobs goes on to say this once-off increase is going to contribute towards the construction of Green Point and Phillippi stadiums.
“I will announce 2010 programs of the department and describe how our communities and sport will benefit this event,” he added.
The conditional grant for library services has received a major boost from R16, 74 million for 2007-2008 to R31, 434 million for 2008-2009.
“The grant is part of the relief efforts to enable provinces to address some of the financial constraints brought about by the unfunded mandate obligations
