officially welcome independent Councillor Jabulani Chiya into the DA.

Chiya, a former African National Congress member, stood in the 2011 Local
Government Elections as an independent candidate and won ward 18 in the Umzimkhulu Municipality
DA
Spokesperson Cameron Arendse said the ward is the first ward in the district
that the party holds.
