The Gauteng community safety department says criminals are operating under the guise of service delivery protests.
According to the department, criminal elements are involved in the planning of these protests, including undermining and attacking elected public representatives and their property.
The department has held talks with security experts over violent protests.
A spokesperson says while people have a constitutional right to gather, government cannot sit back when this right is abused.
