‘’They got the driver to stop, but he refused to open the door or window. Officers eventually managed to get the door open, and the driver continued to be uncooperative. At one point, he pulled a firearm that had been tucked into the back of his belt, but officers managed to get hold of the firearm and cuff the suspect,’’ said Bezuidenhout.

‘’Although licenced, the 34-year-old was charged with not carrying the firearm as prescribed by law; reckless and negligent driving; failing to comply with a lawful instruction, and resisting arrest,’’ she added.

Earlier the day, Officers near the Durban Road off-ramp arrested a driver for driving under the influence and a passenger for riotous behaviour and property damage.

‘’Just before 03:00, traffic officers were alerted to a stationary vehicle on the N1 incoming at the Durban Road off-ramp. They found a male passenger assaulting a female passenger. The driver was behind the wheel and tried to drive off, but officers managed to stop him,’’ said Bezuidenhout.

‘’Further investigation found the driver to be under the influence and he was duly arrested. The passenger was arrested for riotous behaviour and damage to council property, after damaging the bonnet of the patrol vehicle,’’ she added.

The City of Cape Town provided an update on Thursday. In Langa, affected residents have started rebuilding their structures after the City’s Solid Waste Department cleared the fire debris.

‘’There was some damage to electricity infrastructure – work to repair the damage is ongoing, but will likely take some time to complete,’’ said Charlotte Powell, City of Cape Town Disaster Risk Management spokesperson.

In Doornbach and Mfuleni, where more structures were destroyed, work continues to assist the respective communities. The community hall in Mfuleni has been vacated, as persons have either rebuilt their structures, or are staying with family.

‘’Numerous organisations continue to be involved with the provision of meals, including SASSA  and Gift of the Givers, in collaboration with Shoprite – as conveyed by the local Councillor. The City has also received donations and offers of assistance from Pick n Pay, the Angels Network, The Warehouse and the Strategic Fuel Fund,’’ said Powell.

‘’DRMC is currently coordinating the donations, for distribution to the persons affected by the fires,’’ she added.

MMC calls on Minister to decentralise disaster funding

The City of Cape Town's Mayco Member for Human Settlement, Carl Pophaim, has called on National Government to decentralize disaster funding following the devastating fires over the long weekend. Over 750 people are displaced and two people have died in fires that broke out in Langa, Dunoon and Mfuleni.

Pophaim conducted oversight visits to informal settlements affected by the the Easter Weekend fires.

Pophaim says the City could better respond to these if disaster funding was managed by Local Government.

‘’Again, residents are waiting days and weeks on end to ensure they get materials to rebuild and I reiterate the call to the National Minister [Mmamoloko Kubayi] to devolve the grant to the City of Cape town where we have a municipality that works.

‘’It also underscores the difficult work the City is doing to upgrade the informal settlement and mitigates the absolute nonsense shared by the ANC in the Dullah Omar region that we return housing informal settlement grant to the City. We accepted R70 million without consultation, and without notification. We ensure we had gone back and plan for it and given projects that will utilized to spend the money two months before the end of the financial year,’’ he added.

Meanwhile, the City’s Disaster Risk Management Centre says it will continue to coordinate humanitarian relief efforts in the aftermath of numerous informal residential fires at the weekend.

In addition to the humanitarian support provided by Gift of the Givers and Islamic Relief, a number of other organisations have stepped in to amplify aid efforts to those affected.

‘’The DRMC has also engaged retailers for support in this regard, and would like to thank everyone for their generous donations to date. In terms of rebuilding efforts, discussions are ongoing at the various sites between community leaders, local councillors, the City’s Informal Settlement Management Department and representatives from the National Department of Human Settlements,’’ said Charlotte Powell, City of Cape Town’s Disaster Risk management spokesperson.

‘’A number of City Departments too continue their efforts to clear the sites of fire debris, and to restore services like water and electricity supply where these were impacted by the fires,’’ added Powell.

CoCT says it is making great strides in combatting illegal electricity connections

The City of Cape Town says it is making great strides when it comes to removing illegal connections across the metro.

According to the municipality, there have been no major power interruptions in Mfuleni, which is one of the City’s hotspots, due to the overload from illegal connections.

PHOTO: CoCT

Mayoral Committee Member for Energy, Beverley van Reenen, said illegal connections have also reduced markedly.

‘’For instance from four bakkie loads of cable removed since the start of the operations to two bakkie loads in the most recent operation.’’

Van Reenen attributed the decrease to its Energy Law Enforcement and Technical Unit (ELETU), a specialised team to help protect electrical infrastructure from tampering, vandalism, theft and illegal connections.

‘’Repairs and disconnections of the same vandalised infrastructure are a challenge and often not feasible or safe and places pressure on City resources and negatively impacts our residents by leaving neighbourhoods without power,’’ said Beverley van Reenen, MMC for Energy.

‘’We are pleased to see our operations to combat the scourge of electricity vandalism paying off. We are intensifying our efforts by carrying out regular illegal connection disconnection operations in the metro's hotspots. We are aware of and are monitoring all areas impacted by illegal connection and infrastructure vandalism and are happy to see this having a positive impact in our communities,’’ she added.

PHOTO: Mitchum George

The MMC said a zero-tolerance with illegal activities will be taken.

‘’The City is serious about protecting its critical infrastructure and the residents who are legally supplied with electricity. We will not tolerate vandalism which impacts on this supply to our residents. Illegal connections leave whole communities in darkness due to overloaded connections and exposed live wires.’’

‘’Mfuleni is one of the areas which had been especially hard hit and this often caused prolonged electricity outages. We thank all teams, Law Enforcement and the South African Police Service (SAPS) for assisting with our regular operations.’’

PHOTO: CoCT

She encouraged residents to report illegal connections and vandalism to the City and SAPS, to 0800 11 00 77. A R5 000 reward is offered to tip offs that lead to arrests.

‘’Our message is clear: Let's ACT together. Protect your power. Stand up against illegal connections and vandalism. In City supplied areas and on City-owned land, where it is possible to do so, almost 100% of older informal settlements in the metro are connected to electricity supply.

CoCT condemns incidents of electricity vandalism and illegal connections in the Mfuleni area.

The City of Cape Town has condemned the most recent incidents of electricity vandalism and illegal connections in the Mfuleni area.

The City says it has attended to more than 72 faults in the area so far in June 2022 and disconnects illegal connections to City infrastructure on a regular basis.

‘’This week, we visited Mfuleni to have a look at the extent of vandalism and illegal connections in the area. It is alarming to see the amount of illegal connections and vandalised infrastructure, and we simply cannot allow this to continue,’’ said the Mayoral Committee Member for Energy, Councillor, Beverley van Reenen.

‘’Constant repairs of the same vandalised infrastructure is not feasible and unfortunately places significant pressure on City resources and thus affects our residents, who experience outages and insufficient street lighting. When the City disconnects illegal connections, criminals often reconnect and vandalise infrastructure even further, leaving many homes without electricity for extended periods,’’ she added.

The municipality is offering a reward to anyone who provides information that leads to an arrest, confiscation of stolen or illegal goods or the handing-in of illegal or stolen goods.

‘’The City’s Electricity Generation and Distribution Department urges residents to help us bring criminals to book by reporting illegal electricity connections to the South African Police Service (SAPS) and the City. Illegal connections and damage to electricity infrastructure remain a challenge across the metro, as it often results in constant electricity outages in some areas, including the Mfuleni area,’’ said van Reenen.

Mfuleni is supplied by both Eskom and the City. Eskom is responsible for the maintenance and repairs of its infrastructure, where it supplies electricity within Mfuleni.

‘’We are offering a reward to anyone who provides information that leads to an arrest, confiscation of stolen or illegal goods or the handing-in of illegal or stolen goods. This reward is also applicable to information leading to the arrest of people vandalising, damaging or stealing electricity infrastructure or installing illegal connections. We call on all our communities to stand by us and to work with us to help protect community infrastructure,’’ added van Reenen.
