An extensive review of the shark attack on Tuesday at Fish Hoek beach in which Lloyd Skinner was killed, the City of Cape Town has concluded says the tragedy could not have been avoided.
The review found that spotting conditions were not ideal at the time, as indicated by the black flag which had been raised by the two shark spotters on duty.
The city will nevertheless enhance measures, such as increasing the size and visibility of shark information signage along its coastline.
