National Police Commissioner Bheki Cele says criminals leave invisible trauma scars on society when they kill members of the force.
At a summit on police killings in Boksburg on the East Rand, Cele emphasised that when faced with complex, life threatening confrontations, it should not be the police who die.
Figures released at the summit show that 48 members of the force have so far been killed this year.
Another speaker was Police Minister Nathi Mthethwa, who said criminals were constantly inventing new techniques.
But with the assistance of communities, law enforcement agencies have managed to stay in control.
Mthethwa says his members cannot win the fight without the help of the justice system and ordinary people.
