Cape Town police say the blaze in a building in Breë Street in the city started accidentally.
A large contingent of fire personnel stayed on the scene until early this morning.
The fire is suspected to have started in a fish and chips shop.
The flames spread to other floors through the chimney of a frying stove.
Around 15 businesses in the building suffered extensive damage.
