Cape Town police have arrested two municipal councillors from Philippi for fraud involving some eight-thousand-Rand.
Spokesperson Nondumiso Paul says the men were arrested at their homes before dawn.
They allegedly bought t-shirts bearing the council's logo using the names and funds of two Khayelitsha councillors.
The suspects will appear in court on Monday.
