A draft policy on Early Childhood Development was yesterday published for public comment by the City of Cape
According to the city this new policy new policy is an investment in the future of city’s residents.
Mayoral Committee Member for Social Development Councillor Grant Pascoe, says research across many countries has shown that early access to quality ECD services can change the path of children's lives, especially in more vulnerable communities.
“This draft policy aims to put quality ECD services within reach of every single child in the city. We won't achieve this overnight, but this draft policy is the first step towards making this vision real.
“The existing policy, which was adopted in 2003, did not address the holistic needs of young children and did not adequately, recognise factors that are crucial to their development," Pascoe said.
Pascoe says the City recognises the importance of these early years in a child’s life and has embarked on a process aimed at delivering a new policy and guidelines for ECD in Cape Town.
