Inspector general of State Intelligence Faith Radebe has confirmed that the Hawks had monitored the phone calls of Sunday Times journalist Mzilikazi Wa Afrika.
Radebe told the newspaper that the phone tap had been approved by a judge following allegations of crime, and not because he was a journalist.
Wa Afrika was arrested in July and detained for two days after reporting on alleged irregularities in multimillion-rand leases for police headquarters.
Sunday Times editor Ray Hartley says the criminal justice system was abused to harass and intimidate Wa Afrika.
