The Federation of Unions of South Africa says cadre deployment in local government is to blame for poor performance by a majority of the countries municipalities.

The Auditor General Terence Nombembe on Monday released the 2011-2012 municipality report.

The report revealed that only five-percent of all municipalities received a clean audit.

Fedusa’s General Secretary Dennis George says that the poor audit signals a systematic demise of service delivery.

George also called for mayors and councillors to be appointed on merit and not political affiliations.

George added that there has to be an intervention from the National Minister with regards to these poor performances.
