Intelligence Minister Siyabonga Cwele says they will be clamping down on security in the country.
He says no more illegal gatherings or incitement to violence will be tolerated. Justice and Constitutional Development Minister Jeff Radebe maintains that the clampdown is not a state of emergency.
Forty-five people have died in incidents related to protests at the Lonmin Marikana mine in the North West since the strike began five weeks ago.
Michael Hough of the University of Pretoria's Institute for Strategic Studies says the country is heading towards an economic war.
