Western Cape Premier Helen Zille says effective investigating policing is the only way to curb gang warfare.
Zille named policing as the weakest link in what she describes as a generally fragile criminal justice chain.
Many people on the Cape Flats live in fear of gangsters’ bullets every day, with children often becoming victims of stray bullets.
Writing in the DA newsletter SA, Zille said gangs were an established part of Cape Town’s social geography, with a history dating back to the aftermath of World War Two and forced removals.
