Public Protector Thuli Madonsela has begun to investigate irregularities with RDP houses and illegal panel-van taxis.
Madonsela says the RDP housing problem is long standing and is the most vulnerable in society.
Speaking at the Pretoria launch of nationwide public hearings, she said her office has received numerous complaints about the waiting list for RDP houses.
Delegates at the launch discussed housing and stricter regulation of panel-vans that are illegally converted into taxis.
