Cases of child abandonment reported in same week in Cape Town

An Atlantis community is left reeling after the discovery of a fetus, on Friday morning. According to police, the discovery was reported in Witsand.

The police’s FC van Wyk said a case of concealment of birth is being probed.

‘’Atlantis police registered a concealment of birth following the discovery of a fetus in a box in front of a container by a community member on 27 September 2024 in Chris Hani Street, Witsand, Atlantis. A postmortem will be conducted to determine the cause of death. No arrests has been made as yet and investigations continue.’’

In a similar incident, Nyanga police responded to a crime scene in the same week after a community member spotted dogs dragging a plastic bag containing the body of a baby. The dogs reportedly found the bag at a nearby dumping site and dragged it to a residence yard.

Authorities are investigating the matter.

Woman’s and children’s rights organisation, Philisa Abafazi Bethu, previously spoke to Bush Radio news about child abandonment. The organisation’s Lucinda Evans is in the view that Government needs to adapt its Children’s Act when it comes to child abandonment.

‘’It is an indictment that our Children’s Act has not been adapted to accommodate volunteering relinquishing of babies. If we had a better law, it would give a woman another option that she is not coping, that she can safely relinquish the baby at a hospital. So when a woman abandons a baby. she gets criminalized, but yet we have the highest rate of gender-based violence and femicide in the country.’’

SATAWU marches for workers’ rights in the security sector

Members of the South African Transport and Allied Workers Union (SATAWU) and its affiliates gathered last Thursday to express concerns about the security sector.

Led by the National Security Coordinator, they highlighted two main issues: compliance with industry regulations and funding for the Private Security Industry Regulatory Authority (CIRA). The march aimed to present workers' grievances to the Portfolio Committee on Safety and the Department of Treasury.

Participants criticized CIRA for not enforcing compliance among security companies, especially regarding fair wages and treatment of workers.

A key issue was CIRA's funding model, which relies on deductions from the low salaries of security workers, unlike other regulatory bodies that receive state funding. The union called for the government to take over funding CIRA.

Marchers also expressed concerns about the Treasury awarding contracts to non-compliant security companies, insisting that all contracts should protect workers' rights.

Unfortunately, the memorandum detailing these issues could not be submitted because the Chief of Security was unavailable. This raises further questions about the commitment to addressing these concerns.

Overall, the march highlighted SATAWU's ongoing fight for better treatment and compliance in the security industry, stressing the need for systemic change to protect workers' rights.

A 6-year-old boy was driven over by a farmer in Vredendal

A 6-year-old boy is recovering in hospital after being driven over by a Lutzville farmer in Vredendal.

The boy is in a serious condition with both his legs fractured. He had a successful operation at Paarl Hospital last week and was since transported back to a hospital closer home, to his family.

It is understood the farmer knocked over the boy after he had apparently taken oranges from the farmer’s orchid.

The boy and his mother were walking along Station Road in Lutzville, when the 70-year-old driver of the vehicle, pulling a trailer, drove straight towards them, hitting the boy and drove over him.

The suspect is set to make his second court appearance in Vredendal on Monday, after he appeared in court last Monday, where the case was postponed for a bail hearing. He remained in custody.

Body of elderly woman discovered in Tafelsig, Mitchell's Plain

A Mitchell’s Plain community are reeling following the discovery of the body of an elderly woman in Tafelsig.

Western Cape police said officers found the body of a 87-year-old woman inside her house in Steenbokberg Street, just after midday on Saturday.

‘’Mitchell’s Plain police registered a murder case for investigation… The victim was found lying on the floor in her bedroom. The circumstances surrounding her death forms part of the police investigation,’’ said Sergeant Wesley Twigg, Media Liaison Officer at Western Cape SAPS.

No arrests have been made as yet. Anyone with any information about this  incident are urged to contact Crime Stop on 08600 10111.

It is understood the woman's son-in-law made the discovery after he dropped food for her. According to her daugher, who lives around the corner from her Ellen Malan, was independent and did not want anyone to live with her.

Meanwhile, the Cape Flats Safety Forum condemned the incident.

‘’We call on the authorities to leave no stones unturned to find the alleged perpetrators. We are further calling on the South African Police Services to activate its 72-hour plan in finding the alleged perpetrators,’’ said Abie Isaacs, Chairperson of the Cape Flats Safety Forum.

‘’We noted that SAPS stemmed the authority of state to deal with alleged extortionist. We hope the same oomph and vigour be displayed in finding the culprits that has brutally murdered a senior citizen,’’ he added.

Two-month-old baby amongst six people who survived a mass murder in Lusikisiki, Eastern Cape

A two-month-old baby is amongst six people who survived a mass murder in two homes in the same street in Lusikisiki, Eastern Cape, in the early hours of Saturday.

Seventeen people were shot and killed in Ngobozana village. In the first house, four people were shot and killed, with no survivors. In the second homestead, police say there were nineteen people in two different houses in the same yard.

‘’Thirteen people were shot and killed. Six people survived which include a two-month old baby. In total, fifteen women and two men were killed. The survivors are four women, one man and the two-month-old baby,’’ said Brigadier Athlenda Mathe, SAPS National Spokesperson.

The motive for the mass killings is being investigated, but police have since launched a manhunt for suspects.

Police Minister, Senzo Mchunu briefed the media on Saturday afternoon and described the incident as a ‘callous attack’.

‘’ The National Commissioner, General Fannie Masemola has mobilised maximum resources to ensure these killers are found. The national commissioner has deployed a dedicated team of detectives and forensic  experts which include crime scene managers from Pretoria to piece all evidence together in a bid to apprehend these brutal criminals.’’

‘’We have full faith and confidence in the team that has been deployed to crack this case and find these criminals. Either they hand themselves over or we will fetch them ourselves,’’ added Mchunu.

Man shot and killed in Bonteheuwel

A 24-year-old man was shot and killed in Bonteheuwel on Saturday morning. Western Cape confirmed that the incident occurred in Redberry Close, and that a murder case is being probed.

‘’The circumstances surrounding a shooting incident on Saturday morning, 28 September 2024 at about 09h15 in Redberry Close, Bonteheuwel, where a 24 year old man was shot and fatally wounded are under investigation.  Bishop Lavis police responded to a complaint of a shooting, and upon arrival on the scene, they found the victim inside his vehicle with gunshot wounds to his body. The victim was declared deceased on the scene by medical personnel. The motive for the attack forms part of the police investigation. The suspect/s are yet to be arrested,’’ said Sergeant Wesley Twigg, Media Liaison Officer at Western Cape SAPS.

Ward councillor, Angus McKenzie said two suspects were arrested in relation to the incident. He applauded residents for reporting the crime.

‘’ At just after 8a.m this morning (Saturday), 2 known gangsters in the R Block of Bonteheuwel were alleged to have murdered a driver of a silver polo. I was immediately provided with the description and location of the two individuals and was able to immediately relay this information to our tip-off service. Within hours of receiving the information at exactly 12:30pm, the two suspects were arrested and taken to Bishop Lavis police station in connection with the shooting. The details surrounding the shooting remain under investigation.’’

‘’However, I want to applaud the resident for speaking up and providing extremely credible information, which allowed our hard-working SAPS Bishop Lavis officers to place these individuals behind bars. This, indeed, is a testament to a collective and holistic turnaround in attitude of the people of Bonteheuwel. They demand peace at all costs, even if it means speaking up. Silence will no longer be tolerated,’’ added McKenzie.

''Breaking Rabies Boundaries'' for World Rabies Day 2024

World Rabies Day is commemorated annually on 28 September and this fatal viral disease affects all mammals and is transmissible from animals to humans. The virus is transmitted in the saliva of infected animals through bites, scratches, and licks.

In the first eight months of 2024, there have been 185 laboratory confirmed animal rabies cases in South Africa. According to the Department of Agriculture, Land Reform and Rural Development, there were seven human rabies fatalities in 2024 (up until 2 September)

‘’Three human deaths occurred in KwaZulu-Natal, three in Eastern Cape and one in Limpopo. Although rabies is an unfortunate reality, it is fully preventable. Dog mediated rabies in humans is fully preventable, and for this reason the World Organisation for Animal Health (WOAH), the World Health Organisation (WHO) and the Food and Agriculture Organization of the United Nations (FAO), have committed to eradicating dog mediated human cases by 2030. South Africa only has six years left to achieve this goal, and it is indeed achievable if we all take the responsibility to have our pets vaccinated,’’ said the department in a statement.

The rabies virus is now considered endemic in the Cape Fur Seal population. A total of 24 confirmed cases of rabies have been recorded in Cape Fur Seals, since May 2024. Another 14 additional positive retrospective brain samples, going back to August 2022, have been confirmed as well.

Beachgoers and recreational users are advised to be vigilant and take appropriate care.

The theme for 2024 is "Breaking Rabies Boundaries", which highlights the need for cross-sectoral and cross-border collaborations, bringing together governments, health organizations, veterinary services, and communities. In addition, there is a double meaning in the theme in that rabies itself does not recognize borders or boundaries and so it is a transboundary disease.

‘’With rabies now endemic in the Cape Fur Seal population, beachgoers should exercise caution. The public is strongly advised to avoid close contact with seals and are also reminded that it is illegal to approach or harass any coastal wildlife, including seals. If you witness a seal displaying unusual or aggressive behaviour, report it to the relevant authorities,’’ said Belinda Abraham, Cape of Good Hope SPCA’s spokesperson.

Embattled former WC High Court judge president temporarily barred from JSC

The Western Cape High Court has interdicted uMkhonto weSizwe Party leader in Parliament, John Hlophe, from taking part in the upcoming Judicial Service Commission interviews.

The court handed down the judgement on Friday, following an application by the Democratic Alliance (DA) calling for his recusal from the JSC.

Hlophe was sworn in as a member of Parliament in June and then designated by the National Assembly as one of the six members to sit on the JSC, but the DA and other civil society organisations were against this.

Parliament impeached the former Western Cape Judge President in February after the Judicial Service Commission found him guilty of gross misconduct.

Action SA says it will approach Parliament to inquire about the Western Cape High Court's decision. It’s Parliamentary Chief Whip Lerato Ngobeni says the party wants clarity from the Parliament's Constitutional Review Committee.

‘’John Hlophe is a duly elected Member of Parliament, a position that meets all constitutional requirements as per Section 47 of the Constitution of the Republic of South Africa, ActionSA believes that the argument questioning his fitness to serve on the Judicial Service Commission (JSC) presents a unique challenge and constitutional blind spot. This contention reveals a potential contradiction in the eligibility criteria for public office.

‘’On one hand, his election to Parliament signifies a recognition of his competence and ability to represent South Africans, while on the other hand, the claim that he is unfit for the JSC—a deployment by the very house to which he was duly elected—raises questions about whether the standards for these two roles are misaligned, as we believe the judgment suggests,"

"This inconsistency underscores the need for a more consistent and transparent application of eligibility criteria to safeguard the integrity of both Parliament and the JSC in the future,’’ added Ngobeni.

Najwa Petersen’s parole referred to review board

The decision to place Najwa Petersen on parole has been put on hold. This was confirmed by Minister of Correctional Services, Pieter Groenewald.

Petersen, was said to have orchestrated the murder of her husband and music legend Taliep Petersen back in 2006. She was expected to go on parole on 27 November 2024.

In a statement, Groenewald said the decision to refer the matter to the Parole Board follows representations from the family of the late Taliep Petersen.

“The CSPRB is tasked with reviewing the original decision made by the Pollsmoor Correctional Supervision and Parole Board and must confirm or replace it with its own decision.  This referral suspends the decision to place her on parole, effective from the 27th of November 2024, pending the outcome of the CSPRB,” the department said.

“The discrepancies in Marius van der Westhuizen’s case have led to a lack of public trust. As a result, I am exercising my discretion under the provisions of the Act to ensure that Parole Boards consider all reports comprehensively to prevent future occurrences of such issues,” the Minister said.

High court rejects SARS appeal on CCTV regulations for tobacco warehouses

The High Court in Pretoria has denied the South African Revenue Service (SARS) the chance to appeal a decision that stops it from putting up CCTV cameras in tobacco warehouses.

In 2022, SARS created a regulation to monitor the tobacco industry for illegal activities. However, a ruling in May issued a temporary order against this regulation after a request from the Fair-Trade Independent Tobacco Association and other manufacturers.

Now, SARS's attempt to take this case to the Supreme Court of Appeal has been rejected. The court stated that SARS did not adequately prove that the temporary order could be appealed, as such orders are usually not appealable unless it serves justice.

SARS argued that the temporary order was a mistake since the new regulation hadn't been declared invalid, but this argument was turned down.

The court concluded that SARS failed to show a good chance of winning the appeal or provide strong reasons for it to be heard.

Man killed, another injured in mob justice attack in Mitchell's Plain

Two men are believed to have been targeted by angry residents in a Mitchells Plain community. A 34-year-old man has died whilst a second man sustained injuries on Thursday.

Western Cape police said the incident, which occurred in Eastridge, was a mob justice attack.

‘’Mitchells Plain police registered a murder and an attempted murder cases for investigation following an incident on Thursday 26 September 2024 in Klipspringer Street, Mitchells Plain. A 34-year-old man was declared deceased at the scene by the medical personnel while an adult male was transported to a nearby hospital for medical treatment,’’ said Anelisiwe Manyana, Western Cape police spokesperson.

No arrests has been made as yet.

Urban Settlements Development Grant Strategy Proceeds


The City of Cape Town (COCT) held a special council meeting virtually on Wednesday via Skype today at 10am. The main speaker was Felicity Purchase a Democratic Alliance (DA) counsellor. The meeting consisted of a number of councillors 203 attended the meeting. The meeting was about a new strategy being implemented for councillors and the certain areas to promote infrastructure in areas in their ward region.

The councillor Ashley Addinall from the Patriotic Alliance (PA) proceeded asking which areas will benefit of the USDG grant as areas where people live in sewer water. 

The councillor expressed his concern and hopes that the grant will look after those types of areas in need. He proceeded to ask how beneficial the grant will be when these types of areas experience flooding during winter. 

Their health is affected by living in health hazardous water and what the DA is doing about it as they claim Cape Town is the best run city. The councillors made sure attack the COCT on their shortcomings.

Anastasia Davids from the National Coloured Congress (NCC) party stated that the water and sanitation strategy raises concerns and will impact the communities especially the tariff hikes. The right access basic services and claims citizens are already placed under such financial distress and more burdens and this will put them in a even worst position than before.

With Eskom announcing a 36% tariff increase in electricity citizens are fearful. The NCC wants the water and sanitation tariff to be reduced at affordable rates. The party suggests privatisation as it leads to profitability outcomes. The NCC feels infrastructure bias is occuring by the DA led city and council due to pipe outbursts and sewer outflow. The councillor mentioned a number of people whose health was affected due to water and sanitation issues. The NCC wants the strategy to provide infrastructure improvements in marginalized communities.

There are number of communities who have the same problem, but only certain wards were mentioned Davids claimed only certain areas are seen too.

 Yusuf Dalwai from the Al-Jama party expressed his concerns about the water and sanitation strategy on residents. He claims that it is not just about neglect in the marginalized communities, but also need to focus on the see ability and not overlook the areas of water and sanitation suffering. 

The storms that occurred during winter caused flooding in certain areas and due to lack of infrastructure a number of residents homes were flooded by storm water. The councillor then proceeded to ask the question during the building of infrastructure was it not foreseeable that the houses, buildings etc would experience flooding.

The party Al-Jama had to help residents during the winter months and other aids to recover the damage caused by the weather. The electricity increases is not making things easier for residents and talks about water being scrapped to pay other bills will worsen current living conditions. He believes that they have to watch the water and sanitation strategy with a critical eye.

 With councillors watching the government they lose focus on the needs of the communities and do not see it as helping, but rather doing the citizens a favour and expect praises.

Pieter Jansen- Van Vuuren from the Freedom Front (VF) Plus. He proceeded to say there a number of notes and questions about the strategy document. Van-Vuuren says he was part of sub-council 2 which suffered water and sanitation issues including other factors.

The VF plus party would like know if the funds only be spent on informal settlements for water and sanitation systems. But wonders if every rate payer come execution will be treated fairly. Judging by the annexures provided in the virtual meeting the councillor can see the extensive pressure the systems are under. The councillor raises concern and wonders if they are ever going to catch up and the consequences if they don’t. The conditions of sewage drains are revolting which explains why they are problem. The party closes the argument saying will the ratepayers ever get the quality of service delivery they deserve for which they pay for.

 South Africans often have to fight for their basic rights a rule was said that if residents are unable to pay their rates it will be deducted when they buy electricity which explains why electricity units are limited and citizens limit electricity use.

Lazola Gungxe from the African National Congress (ANC) he says that the water infrastructure is needs to be established, but as the ANC they support the strategy being phased out and will monitor everything including service delivery and infrastructure where it is needed in the COCT.

 

Zahd Badroedien from the DA said straight it is not budget meeting as some members were discussing money and financial constraints, but it is for the approval of the strategy and also creates competition between councillors for this grant to fix the city.

They replaced 19 000 pipes of 25 000 meters across communities and even mentioned where they replaced pipes. He exclaimed that the door of privation should remain closed and that the city should focus on becoming water wise. The strategy solves other problems that have been identified and continue to improve the work that the city is already delivering in all the communities.

 They plan to combat sewer overflows, pump station failures, but also highlight in some communities there are intentional sabotage like dumping pads, papers, tampons etc in toilet pots and manholes.

The councillors were asked to vote whether they agree or disagree with the new strategy introduced those who opposed or agreed are yet to be mentioned. The strategy plan will not just benefit the councillors, but also the ward/s they cater to, which councillors are fighting for.

Speaker Felicity Purchase proceeded to ask all the parties to vote and noted that the reform strategy is not a new strategy. The strategy is to be submitted before the 30 September 2024. 205 councilors voted and the meeting was adjourned.

No Bail for Nicole Stanfield

 Nicole Stanfield wife of alleged 28s’ gang boss Ralph Stanfield was denied bail. The magistrate claimed Stanfield did not put any new facts on the table and continuously brought up old facts that she used in her pervious hearing.



 She used a number of excuses including her daughter’s health just to not be imprisoned, but this was dismissed as it was a fabricated story. Stanfield is a flight risk and is on watch. Stanfield was planning to get residency in Dubai to open a nightclub Ayepyep in Dubai.


 Since her arrest witnesses fear for their lives as some of them have already received threats. After being denied bail she was escourted in a police van and taken to the regional court.

Public encouraged to comment on Eskom's eye-watering 36% tariff hike request

The National Energy Regulator of South Africa (NERSA) has officially published Eskom's massive tariff hike request, with the controversial proposal ready for public consultation.

Eskom is asking for a 36% electricity price increase starting in 2025. The power utility's multi-year request includes applications to hike up tariffs by almost 12% in 2027 and 9% in the 2028 financial year.

The power producer is seeking a total revenue increase of R446 billion for 2026.

Eskom believes that this application allows for an improvement in the financial sustainability of Eskom through the migration to cost-reflective prices and the successful operation of Generation, Transmission and Distribution in Eskom.

“Further migration towards cost reflectivity to cover the full cost of capital would be considered in subsequent applications. This would minimise the impact on the taxpayers,’’ it said in a statement.

In accordance with its revenue decision, Eskom said Nersa will then make tariff decisions for implementation from 1 April 2025.  As per Eskom, it can only implement tariff decisions made by Nersa.

Nersa says public submissions on the proposed increases are open until 1 November. Public hearings have then been scheduled to take place from 18 November until 4 December.

The Democratic Alliance (DA) meanwhile has opposed Eskom's application and recently called for its rejection.

Former SANDF member handed life term for not disclosing HIV status to partner and infecting her

A former South African National Defence Force (SANDF) special forces operator. Leon Santos Conga, was sentenced to life imprisonment for the rape and attempted murder of his former partner.

The matter was handed down at the Pretoria Magistrate’s Court on Wednesday.

In 2018, Afriforum's private prosecution unit took the case of Antoinette Ndishishi, who accused Conga of failing to disclose his HIV status and knowingly infecting her with the virus.

Magistrate Fikiswa Ntlati found no reason to deviate from imposing the prescribed minimum sentence of life imprisonment after the court convicted Conga of rape and attempted murder crimes in June this year.

“Like so many other cases monitored by AfriForum’s Private Prosecution Unit, this rape matter would not have reached this stage without our intervention. Antoinette displayed incredible resolve to have her voice heard and to ensure justice was done. But it is a demonstration of how hard women have to fight within the criminal justice system to hold perpetrators of gender-based violence accountable,” said Afriforum spokesperson Barry Bateman.

In June, Magistrate Ntlati convicted Conga of rape because Ndishishi only consented to having sex with him on the understanding that he was HIV-negative.

The court accepted Ndishishi’s testimony that if Conga had disclosed his status, she would not have agreed to have sex.

The couple had discussed the issue, but he withheld this information from her.

Ntlati convicted Conga of attempted murder because he infected Ndishishi with the virus despite knowing he was HIV positive and failed to inform her.

The court accepted expert testimony that HIV infection is an "incurable and fatal disease".

Minister briefs media about budget cuts in education sector

Basic Education Minister, Siviwe Gwarube, says her department  is committed to take all necessary steps to stabilise the education system given the budgetary constraints affecting provinces.

Gwarube addressed the media on developments regarding budget cuts in the education sector, in Pretoria, on Wednesday.

“The Deputy Minister [Dr Reginah Mhaule] and I have been in constant engagement with provinces to support them during this challenging fiscal environment. We have committed ourselves to doing everything we can to stabilise the system and have appealed to provinces to retain the basket of posts, in order to not compromise education outcomes.’’

The briefing comes weeks after several provincial Departments of Education have been vocal about the budgetary pressures they face.

“These budget pressures are not just numbers on a spreadsheet - they translate into fewer teachers, reduced textbooks, and fewer admin support staff, which means teachers spend more time on admin work, thereby reducing learning and teaching time. In essence, the very fabric of our children’s future is under threat.”

She explained that provinces like the Western Cape have seen the painful decision to reduce the basket of teaching posts for 2025, a move that may result in fewer educators in classrooms.

“This may mean larger class sizes, reduced individual attention for learners, and ultimately, a risk to the achievement of quality education outcomes.”

She added that unfortunately, other provinces throughout the country are in a similar position with many desperately working to find ways of avoiding having to top slice budgets for key services like textbooks, admin support and scholar transport programmes.

“We are faced with a pending national crisis, one that affects not just our learners but our teachers, principals, and broader communities. It is crucial to understand that this crisis is not confined to one province or one aspect of the education sector. Every province is grappling with these painful choices.”

“Several provinces have preserved the same post basket for the past three academic years, despite learner numbers increasing, while other provinces have decreased their posts in the past three years. It is important to note that these have been cuts in posts but not warm bodies. Meaning that no person gets retrenched but rather vacancies are not filled,” she said.

Nationally, the Minister highlighted that the number of learners within the education system has increased by approximately 292 820 over the last five years.

She explained that an increase in learners' numbers without increasing the post basket, may affect the quality of teaching which may soon be reflected in the performance of the system.

“As a result, I have requested an urgent meeting with the Minister of Finance to discuss the matter further. I am grateful to Minister [Enoch] Godongwana for his cooperation and support on this important matter.

Gwarube has also requested a convening of a political 10X10 meeting between the Minister of Finance and the provincial MECs for Finance, as well as herself and the nine MECs of Education.

Man succumbs to stab wounds in Mitchell's Plain

Mitchells Plain police are investigating a case of murder following the discovery of a man’s body in Westridge in the early hours of Wednesday. Police said the victim was stabbed.

‘’Mitchells Plain police were busy with patrols in early hours of Wednesday 25 September 2024. Upon arrival in Elm Close at around 02:30 they were alerted about the body of a man in the road. The victim who sustained a fatal injury by sustaining a stab wound was declared deceased on the scene by the medical personnel,’’ said Warrant Officer Joseph Swartbooi.

Three suspected extortionists fatally wounded; four others arrested in Bothasig

Western Cape police arrested four suspected extortionists in Bothasig on Wednesday afternoon.

According to police, the suspects sustained gunshot wounds during an exchange of gunfire. Three other suspects were fatally wounded.

Police spokesperson, Colonel Andrè Traut, said officers received information that seven occupants of a minibus taxi were extorting money from shop owners in Du Noon.

‘’The Combat Team reacted on information that seven occupants of a minibus taxi were extorting money from shop owners in Du Noon and upon reacting on the intelligence, the suspects were spotted fleeing the area. During a pursuit in Bosmansdam Road, the suspects opened fire at two police vehicles with an assault rifle. Police retaliated and managed to bring the vehicle to a halt on the corners of Bosmansdam and Wylands Roads. The assault rifle, a 9mm pistol, an undisclosed amount of cash, as well as the minibus taxi were confiscated.’’

‘’While the injured suspects are being treated in hospital under police guard, detectives are pursuing leads to prepare the charges against the suspects for their imminent court appearances. The identities of the suspects are yet to be determined,’’ added Traut.

Police watchdog, Independent Police Investigative Directorate (IPID) has since taken over the investigation

‘’A death inquest case docket has been registered for this purpose. Fortunately no SAPS members or members of the public were injured during the incident,’’ said Colonel Andrè Traut, Western Cape police spokesperson.

In August, Police shot and killed four suspects in Milnerton, and four other accomplices sustained injuries, also in a suspected extortion-related incident.

Load reduction implemented in certain parts of Cape Metro

Theft and vandalism incidents has seen several areas without electricity supply for dour hours a day in the Western Cape.

Eskom says its teams have been deployed and are working on major faults that have been reported in the affected areas, including Khayelitsha, Phillipi, Klipfontein, Highgate in Silversands, Eersteriver, Airport Industrial, Mfuleni, and parts of Montague Gardens.

The power utility has implemented load reduction in these areas between 5-7a.m and 5-7p.m.

‘’The continued pressure on Eskom network infrastructure due to illegal connections and electricity theft in some areas necessitates the implementation of Load Reduction to avoid equipment damage due to overload. Load reduction is a mechanism that is implemented to reduce load during peak hours on the identified overloaded networks,’’ said Lucy Ndou, Eskom Western Cape spokesperson.

‘’Network overloading causes damage to electricity infrastructure through explosions of transformers, mini substations, and poses danger to the livelihood and the environment. Currently, Eskom is battling to keep up with the increased impact of illegal connections and tampering, and the equipment failure caused by overloading, which costs Eskom millions to repair,’’ she added.

Double murder in Delft

Delft police are investigating a double murder in Leiden that occurred on Monday night. The police said four others has been wounded.



‘’The circumstances surrounding a shooting incident in Bongo Street, Leiden Delft, where two men aged 29 and 32 were shot and fatally wounded and four males between 28 and 40 shot and wounded are under investigation. Police members attended to the crime scene where they found the victims with gunshot wounds to their bodies. The victims were taken to nearby medical facilities for medical treatment, where the 29-year-old and 32-year-old were declared deceased.’’

Police said the motive for the attack is unknown at the stage and no arrests has been made.

Tenant killed by landlord after asking for electricity and water to be restored

 In North West, Potchefstroom police of Hartbeespoortboom arrested a 72 year old landlord who allegedly shot and killed his tenant on Sunday near Brits.



According to reports, the 66 year old tenant approached the landlord after discovering there is no electricity or water in his apartment. The two had an argument and the landlord went inside his house and allegedly shot the victim in the upper body. The suspect fled the scene and the victim was transported to a nearby hospital and was declared dead upon arrival.

The landlord was caught by central intelligence and recovered the firearm which will be subjected to ballistic tests. The suspect is expected to appear in the Brits magistrate court today.

39 year old man arrested in Mpumalanga for stolen money

 

In Mpumalanga, the Provincial Head Directorate for Priority Crime Instigative Major General Gerber, thanked the vigilance of counterparts from Border Management Authority, who acted with integrity while searching and successfully arrested a 39 year old South African male, who was caught attempting to cross the border.



The suspect wanted to cross the boarder of South Africa into Swaziland by jumping through a fence police officials stopped and searched him. The suspect was caught holding a plastic bag containing R424 800, the money was confiscated by police officials and booked in the SAP 13. The information was delivered to the Hawks Secunda based Serious Commercial Crime Investigation who intervened and took over the crime scene. The suspect was taken in for questioning about the money and the origins of it, but failed to provide information.

It was discovered that the money was not declared as per FIC Act 38 of 2001 in terms of section 54. The suspect was arrested and charged with the possession of suspected stolen property. The suspect is expected to appear before the Elukwatini Magistrate Court today.

Lavender Hill residents protest over high electrcity prices, inter alia

Lavender Hill residents are adamant that the City of Cape Town must remove the newly installed meter boxes from their homes.

Scores of people protested in the area on Monday. The municipality initiated a process of replacing electricity meters in Lavender Hill, after the City discovered that it has either been tampered with or bypassed.

The organisers - residents of Lavender Hill and the People's Movement for Change (PMC) says it was a peaceful protest, until police threw stun grenades into innocent bystanders.

‘’The protest turned violent when law enforcement and local residents clashed. The streets of Lavender Hill became a battlefield with gunshots, the smell of teargas and dark smoke clouds caused by burning tyres and visible fires burning at different sections and street corners, demonstrated that the people are fed up and determined to fight back against the current system of oppression,’’ said Sammy Claassen, People's Movement for Change (PMC) Cape Town councillor.

‘’The People's Movement for Change (PMC) agree with the people of Lavender Hill and the broader Cape Flats that we are paying too much for electricity. Electricity tariffs has become unaffordable and expensive as more and more people and households are sitting without electricity, water and sanitation due to the high cost of living. These costs should be reduced and the intention to increase tariffs will be disastrous,’’ he added.

The City of Cape Town previously said:

‘’All electricity meters belong to the City of Cape Town and thus the law requires that all households with City meters must give the City and its contractors reasonable access to check on suspected faulty meters or check irregular power usage. Residents may not interfere with the City’s employees and contractors performing their official duties. It is illegal,’’ said Xanthea Limberg, MMC for Energy.

‘’Thorough tampering investigations take place on an ongoing basis. When evidence of tampering is found, the City conducts a full investigation, which includes examining the resident’s electricity usage and purchase history, in detail, over a number of years. If tampering is found, the resident also has a right to appeal,’’ she added.

Meanwhile, Western Cape police confirmed that one of its members was attacked by protesters

‘’Protestors blockaded the roadway with burning tyres and threw vehicles with stones. Police action was taken to disperse the crowd. Public Order Police (POP) and other Law Enforcement agencies will remain on the ground to monitor the situation and will remain in the area until we are satisfied that calm has been restored,’’ said Sergeant Wesley Twigg,  Western Cape police spokesperson.

‘’We appeal to all participants who partake in any protests to do so within the ambit of the law. SAPS will not hesitate to taken action and bring perpetrators of the law to book,’’ he added.

CoCT reports that law enforcement is intensifying efforts to combat crime in the metro area

The City of Cape Town reports that its law enforcement services are actively addressing crime in the metro area. In the past week, teams have apprehended 293 suspects and issued more than 67,000 fines.

This included officers from the law enforcement advancement program who arrested 97 individuals for illegal drug possession.

JP Smith, the Mayco Member for Safety and Security, mentioned that during routine patrols, metro police arrested 54 suspects and issued 3,460 fines.

He stated that the enforcement teams consistently confiscate illegal firearms and drugs, demonstrating the effectiveness of their coordinated crime prevention efforts.

Smith stressed they act swiftly to apprehend criminals, and the increased visibility from community patrols allows officers to catch offenders in the act, including those tampering with city electrical systems, which is a serious violation.

A tragic shooting incident claimed the lives of two adults and left two children wounded.

The victims were attacked on Saturday in Marikana, an informal settlement in Philippi. Police have not yet discovered the motive behind the shooting.

Police spokesperson, Wesley Twigg disclosed that the youngest victim injured was six years old.

“Police members attended to the crime scene, where they found the victims with gunshot wound to their bodies. The 46-year-old and 28-year-old victims were declared deceased on the scene by medical personnel, while the two boys were taken to a medical facility for medical treatment,” said Twigg.

There has been no arrests made as of yet.

3 suspects expected to appear in Ga-Rankuwa court today for armed robbery

 In North West, Potchefstroom crime intelligence arrested suspects who is set to appear in the Ga-Rankuwa court for armed robbery which occured earlier this month, in Itsoseng, Phase 5 Hebron.



A 21 year old man was on his way home when 3 armed men robbed him of his cellphone and held him at gunpoint. The victim was helped by Community neighbourhood watch who quickly recovered his cellphone. The suspects were traced and arrested.

The suspects will appear in the Ga-Rankuwa court today for charges of armed robbery, investigators continue to seek more information about similar incidents that occurred in the area and if it is linked to the accused suspects.
