The Congress of South African Trade Unions says bread and flour producers, as well as retailers, should cut their prices.
Last month the Competition Commission found several producers guilty of price-fixing.
Spokesperson Patrick Craven says price reductions should be passed down to consumers.
Craven added that Cosatu will monitor prices to ensure that producers stick to their agreement with the Commission.
