Head of license testing centre, Andre Conradie, has been caught out helping draft guidelines on how to process foreign drivers' licenses.
Evidence that has been uncovered during an investigation into the centre has now been handed to the Hawks.
A provincial transport department probe uncovered at least 41 irregular licenses issued to Chinese nationals at the testing centre from January to August.
Investigators are now trying to trace the license-holders.
Conradie appeared before a disciplinary committee on Monday and Tuesday.
