Eskom has defended the decision to build another power station in Limpopo with World Bank funds.
Finance director Paul O'Flaherty says without the loan, the power station would be delayed.
He says its construction is necessary to ensure security of supply, which will help South Africa to reduce carbon emissions in the long term.
At the same time the decision to go ahead with the power station was defended by the South African Chamber of Commerce and Industry.
